A project with global compliance requirements
The contract manufacturer was commissioned to build and operate a filling plant for drugs for various markets for a pharmaceutical multinational. Both FDA regulations (USA) and GMP regulations (Europe) had to be complied with.
A fixed price for the system was agreed with the client. The contract manufacturer was responsible for the procurement of components, installation, commissioning and approvals.
Calculation gaps and financing problems
The plant was pre-financed by lenders. The construction of the facility, valued at several million euros, was already in an advanced stage when concerns about sufficient financing arose. This could not be discerned from the calculations and plans that had been prepared up to that point.
Lack of budgeting for approval and commissioning
During the review of the planned versus actual costs, it became apparent that the costs for the hardware and the construction of the facility were reasonably well planned. However, the costs for commissioning and the associated approvals were grossly underestimated, both in terms of their magnitude and their timeline.
The approval process required an immense number of hours from qualified personnel (for testing and documentation), which had not been adequately accounted for in the budget. A detailed analysis of the approval requirements revealed that several thousand work hours were necessary for the approvals.
Systematic cost recording secures additional financing
By systematically recording all actual costs at document level and planning in detail all costs still to be incurred, including the timeline , sufficient transparency and data security were created. In particular, budgeting the hours required for approval was an extraordinary feat. Transparency and data security led to the pharmaceutical multinational agreeing to a sufficient addendum. This in turn meant that the lenders continued to provide sufficient credit lines.
From a pharmaceutical or technical perspective, the project was not a problem. However, the lack of careful preparation of the planned figures in all project phases with time extensions led the contract manufacturer into an existential crisis.
